Introduction

In 2023, the Bucharest Bar Association, of over ten thousand members, needed to modernize its digital presence by revamping its public website, enhancing its mobile applications (iOS and Android), integrating its platforms with the judicial system, and implementing an electronic book loan system for its extensive legal library.

OPTI delivered this comprehensive overhaul, ensuring that the Bar Associations’s digital tools met the demands of its thousands of members and stakeholders and aligned with current standards.

Challenges

In 2023-2024 The Bucharest Bar faced several urgent digitization needs, stemming from its interaction with its more than ten thousand members and with other legal institutions.

  • Creating a new, modern public website for lawyers and the general public.
  • Upgrading the iOS and Android apps to facilitate communication between the Bar Association and members.
  • Integrating the ERP system with other platforms in the judicial system, to streamline legal processes.
  • Implementing an electronic loan system for the Bar’s 50,000-book legal library.

OPTI addressed these challenges through a phased approach, delivering modules continuously in 2023 and 2024.

Phase 1: Recreating the website

  • New graphics, UI, and UX

The "Lawyer Account" section offers members access to:

  • Professional file information.
  • Fee status and online payment options.
  • Personalization of web search results.
  • Integration with the Bar’s ERP for HR and other resources.

Phase 2: Upgrading the mobile apps

  • The apps are available on Android and iOS, free for lawyers
  • News, profile info, fee details, and law case assignments.
  • Notifications are sent to the lawyers, who can respond.
  • The apps also enable fair and fast distribution of legal cases to public defenders.

Phase 3: Integration in the judicial system

  • Methods like QR codes, barcodes, and online verification links ensure the authenticity of documents of the Bar Association.
  • The documents belonging to public defenders are automatically processed and sent to the Ministry of Justice and to the law courts, by integrating the ERP systems.

Phase 4: Electronic loaning of books

  • The Bar Association offers its more than ten thousand members electronic access to its 50,000 book library.
  • Loans are also implemented electronically, in the web site.
  • Users loan specific books or entire collections and can extend loan periods.
  • Full and partial returns are possible, as well as other library processes

Dynamic book addition to loans

Users have the flexibility to increase the number of books on an existing loan

Real-time status update

Real-time update mechanism for the lawyer’s profile in the web site and apps.

Security of data and GDPR protections

Gave users the option to remove specific data from the ERP and ensured compliance.

Cost reduction

Digitization has resulted in less manual work and more time for other activities

Modern UI/UX

Graphic design to integrate new buttons and features, in the web site and mobile apps.

Speedy law process

By securely exchanging information with the Ministry of Justice and some law courts, the Bar Association IT system contributes to a speedier law process.
